Description of problem:
Buttons on Sliding Tree with Summary are cut off - when using the sliding tree and moving over to a pane that has a summary, the buttons get pushed down, but the footer does not, thus cutting off the buttons.

Steps to Reproduce:
1. promotions page.
2. create changeset
3. go into changeset (click it)
4. see buttons cut off at bottom of sliding tree
  
Actual results:
4. see buttons cut off at bottom of sliding tree

Expected results:
4. see full buttons bottom of sliding tree

Temporary and sufficient fix in 023af53d6510cbc7ad3defc83c74e76e45c88ab7, but would like to see a nicer looking fix with the height always being the same for both sides.

getting rid of 6.0.0 version since that doesn't exist
