In Fedora 15+, SysV initscripts are no longer the default, they have been obsoleted by systemd unit files. There are guidelines for systemd here: Packaging:Systemd.

However, packagers who wish to include SysV initscripts may also do so, but they MUST be placed into a separate $name-sysvinit subpackage. Please note that the base package MUST contain the systemd unit file. In this scenario, use the following scriptlet:"
