1) Login
2) go to Sync management page
3) Select a few repos to sync
4) notice that the "Synchronize Now" button is disabled

You cant sync

If you hit 'select all' the button enables

WORKAROUND:

Hit select all and you can sync

The reported issue has been resolved. "Synchronize Now" button is enabled after selecting few repos. Please see the attachment in next comment.
