The backend team added support for a failed changset, so if a promotion fails, its 'state' attribute would go from 'promoting' to 'failed'

Our UI doesn't support this, and still will show the changeset as promoting.  

We should fix this.

getting rid of 6.0.0 version since that doesn't exist
