Description of problem:

there is a refresh problem on web-admin which leads to case that host may be up and running, but i 'maintenance' is grayed out, also for network and vms tab.

this get solved by hitting refresh button on browser. 

repro steps: 

- happens sometimes
- manage to reproduce while sign-in, sign-out, and sign-in again.
