I see a number of directories in /tmp which are not being automatically deleted, including both those created by me and those created by the system:

These are very old; I have logged out and rebooted many times since July; nothing on the system can possibly be accessing these directories.  I checked a few randomly; they only have subdirectories, no actual files.

Thanks for your report. 

This is already tracked in #468670 ; a program is accessing these files, and we've so far not been able to identify it.
