Description of problem:
Can not configure ntp if selinux is disabled.

Version-Release number of selected component (if applicable):
python-slip-0.2.11-1.el6.noarch

How reproducible:
everytime

Steps to Reproduce:
1.disable selinux and reboot
2.system-config-date
3.enable ntp support
  
Actual results:
"Couldn't write either /etc/ntp.conf or /etc/sysconfig/network."

Expected results:
Enable ntp support

Additional info:
Fedora already fixed it.
