Description of problem:

It is possible to create an activation key for the locker environment. Such activation key is not valid as it should not be possible to register against locker environments.


Steps to Reproduce:
1. katello activation_key create --name ak --environment Locker

Actual results:
Creates an activation key without any error.

Expected results:
Should not create the activation key but print a message and return a non-zero return code.
