Description of problem:
fedora-packager depends on ykpers, which will install libyubikey. I guess the majority of people don't have yubikey, therefore the support of yubikey could be put in sub-package.

Approximately 4 (four) weeks from now Fedora will stop maintaining
and issuing updates for Fedora 16. It is Fedora's policy to close all

As far as I can see, the only reason for dependency on python-yubico is /usr/sbin/fedora-burn-yubikey. I cannot see any reason why a user needs a script that lives in /usr/sbin and especially if he does not have any yubikey device.

Please move /usr/sbin/fedora-burn-yubikey into a separate (sub-)package to relive from the burden of installing unnecessary files.

This become more visible as fedpkg-1.29-3.fc26 hard-requires fedora-packager now.
