Steps to Reproduce:
1. Assign a user only this permission:  Global/Providers/Access Provider
2. Log in as that user
3. go to custom providers page
  
Actual results:
No providers listed

Expected results:
providers listed

Additional info:
I tried adding Access Organization permission, no help there.  There may be some other perm necessary for this, but it's not at all obvious what it would be.  Either it's unintended behavior, or it needs to be made more intuitive.
