When REST interface is used to create a package from JAXB (and not from DRL), whatever you set in the setCheckinComment() method of the Package is ignored. The initial check-in comment is always "Initial".

When (if) you're fixing this, please tak a look at bug 756671 also - the check in information should be available even for Atom.

+ as an additional bonus, it would be nice to figure out how to handle the values that come from setVersion(). Right now, they are ignored as well - which is a logical and anticipated behavior. The questions is, whether or not at least write something to the server log that the attribute is being ignored.

This issue remains unfixed - initial commit still has the "Initial" comment instead of one supplied by the user.
