xfce4-settings-4.8.3-1.fc16.x86_64 allows only the first 12 workspaces to have keyboard shortcuts for quick access. 

How can I assign workspaces > 13 keyboard shortcut? Ideally if this was available for a larger amount, at least 20 workspaces.

Sadly, this is hard coded into xfwm4. 

We could ask upstream if they could add some kind of dynamic support here at some point. 

Would you be willing to file a RFE at bugzilla.xfce.org? 
I also could if you prefer, but you may be a better advocate for the request. :)
