Description of problem:


libvirt uses paused state instead of shutdown for the case when qemu stops guest cpus at the end of shutdown and waits for libvirt to kill it. 
as a result, vm goes to pause just before the shutdown, which causes confusion to users wondering why vm goes to pause.

repro steps:

- start vm 
- shutdown vm
