Description of problem: Fedora 16 Release Notes [1] is not the last version of the document. E.g. missing Contributors page [2] and some small changes.

Release Notes bugs tend to come in around release time.  We don't want L10n to have a moving target, so POTs are pushed in batches when the bug flow starts to ebb.  This creates an issue where the en-US could be published right away, but other languages may take some time to get translated, delaying the creation of an RPM.

For the website, this also raises the question of whether we want different content in the different languages.
