Description of problem:
After updating from RH 7.3 to 8.0, my gnome desktop description is partially
lost (missing panel for ex.).

Is there any possibility to use RH 8.0 with my previous gnome configuration?

Additionally, there is no more possibility to define own menus in the
panel.

There are no plans to migrate configuration, you need to reconfigure 
the panel. The old config doesn't really map very closely to what's possible
in the new config.
