Description of problem:


since. mot-adms is missing in EL-5 , ngspice-23-1 couldn't built.
Once it's available, rebuild ngspice for EL-5

I no longer plan to make it available for EL-5 as EDAC and major semiconductor companies are gearing up for EL-6 this year.
