Description of problem:

minor UI nit -

When creating a new GPG key, user is given the option to (a) paste in a new key or (b) upload new key

When updating a GPG key, user is given the option to (a) upload a new key or (b) paste in a new key.

We should choose which option should show up first/second, and have them show up in the same order on both pages.

The create and edit workflows are now in the same order with the name followed by the upload option followed by the key paste option.

getting rid of 6.0.0 version since that doesn't exist
