truncated toolbar

Description of problem:
After loading the subscription manager window in firstboot the toolbar gets truncated and you cannot see the help icon anymore.

always

Steps to Reproduce:
1.  Run firstboot on a rhel5.8 system
2.  Skip through and register for certificate based entitlements
  
Actual results:
The toolbar gets truncated

Expected results:
The full toolbar is showing.

Initial investigation shows this to be intentional, from the first addition of the button (when it dangled off the old toolbox). I'm going to see if enabling it now works ok; we might just have to disable the F1 shortcut for it though.

FWIW, I won't be enabling the unregister button in firstboot though.

This request was evaluated by Red Hat Product Management for inclusion in Red Hat Enterprise Linux 5.8 and Red Hat does not plan to fix this issue the currently developed update.

NOTE: This verification was made against a continuous integration build of the master branch.  We still need this merged to the RHEL5.7 branch.
