Currently admin is allowed to change last quad of IP address, netmask and gateway.  This should be fixed by allowing all quad editable.

In this case, web UI should do

1. If there is a network switch, show a dialog saying you may need to adjust storage pool settings
2. On successful set-server-network-config, show a dialog saying restart is required to get this in to effect.

Back-end agents,

1. Do not restart the network and other services when set-server-network-config is successful.
