replicate keeps sending fops to server which is down (even after multiple call bails). This results in slowing down the application running on glusterfs mount point, since each fop sent to the server which is down results in call bail. Instead replicate should remember the servers which are down and should send operations to them till they are up.

This turns out to be a problem when glusterfs is stopped (SIGSTOP). The call bail outs continue until ping timeout is hit.
