Always

Steps to Reproduce:
0. You should be in Japanese environment for Gnome.
1. Right click on the RHN button resides in the Gnome panel.
2. Select "Property..."
3. (Welcome message is shown in the RHN diaglog)
4. Click "Next" button to proceed


Actual Results:  "Terms of Service" is shown with unreadable text.


Expected Results:  "Terms of Service" shoule be shown in clear text.

this is a gtkhtml bug and is fixed in 8.0
