This bug is associated with, but not the same as 1683.  By replacing the interface card (say it failed or you want to upgrade it) associated with the management interface locks you out of the server.  You cannot login to the GUI (browser interface) because of the bug in the web UI that causes your password to fail.  You cannot login via ssh because the interface is now mapped to a different ethX device.  The only way to login in is to minimize firefox and start an xterm (see bug report 1684).  If that security issue didn't exist you would be completely locked out of the server.
