NEEDINFO:

    (1) Does this bug require any code changes to 'pki-core' or 'ipa-pki-theme'?
    (2) If so, does this bug need to be cloned for Dogtag in Fedora?

(1) See the tickets. There is currently a problem with upgrades. We need to make sure that such problem does not exist in future. So it requires investigation.
(2) The results of the investigation would produce an answer to this question.

If I understand correctly, the PKI upgrade issue referred to in https://fedorahosted.org/freeipa/ticket/2117 (closed defect: fixed) was a problem due to Fedora changes related to the relocation of various JNI jar files and have since been resolved (see 'Bugzilla Bug #665576 - "build-classpath swt"', and 'Bugzilla Bug #734590 - Refactor JNI libraries for Fedora 16+ . . .').

Although https://fedorahosted.org/freeipa/ticket/2148 is not yet resolved, it states that "This only applies to 2.0 -> 2.1 upgrades. RHEL bug is closed as upgrades aren't supported from 2.0 to 2.1."

Although 'Bugzilla Bug #796356 - Upgrading to use proxy frontend should update ports' was filed to address this issue, it does not currently contain any ACK flags for RHEL 6.3.

This isn't really a bug, as it doesn't refer to a particular issue or fix that affects RHEL.  This is why it was removed from the advisory.  This should really be closed as NOTABUG.
