Running a second time did succeed without any errors.

Hrm I'm unable to reproduce the error, could you provide the entire configure output. Also the rails logs if possible. How long between the failed and successful runs of configure perhaps intermittent network errors? Perhaps trying w/ the latest configure from the codebase (2.5.0)?

I'd like to propose that we stash the entire html response somewhere as diagnostics for later as a temporary fix to this bug.

The longer term solution is likely to create a RESTFUL interface to allow for the addition of hwp + providers but for now capturing the errors would be a large improvement.

Hrm interesting about the failure to connect to deltacloud. Could you provide the deltacloud logs as well? Is the deltacloud service brought up properly / running when these requests are made?

After some more digging, I was able to reproduce the behavior by killing deltacloud-core in between it starting and the ec2 providers being added.  I realized what is happening is that sometimes deltacloud-core takes a while to start (more than the 1 second we are currently waiting).  I've posted a patch the list to wait more intelligently:
