Prereq:

Have at least 2 envs:

Locker -> DEV -> TEST

* Login, Systems, Create New 
* Type name, desc
* Try and select the TEST environment, the click doesn't store the selection on the TEST widget 
* Save and the system ends up in DEV

      The environment selector on the Systems pages were broken in several ways, including just not being hooked up properly. Two env selectors cannot co-exist in the same page so when the New System is opened when viewing systems by environment, the selector is not shown but instead just the name of the current environment.
    
      TODO: Really would like to see the env selector become self-contained so as not to impact other parts of the page, allowing multiple to be present.
