Description of problem:

The file /lib/systemd/system/xinetd.service

has perms 0755, however should have 0644. 

*.service files are normal text files to be read, not executed.

The file /usr/share/doc/xinetd-2.3.14/INSTALL can be removed from the package.

* should fix your issue,
* was pushed to the Fedora 16 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing xinetd-2.3.14-44.fc16'
as soon as you are able to.
