Description of problem

packagegroup create now allows it be created for file repos.

Version-Release number of selected component (if applicable):

[root@preethi ~]# rpm -q pulp
pulp-0.0.254-5.fc15.noarch

How reproducible:


Steps to Reproduce:
1. create a file repo
2.create a packagegroup for the above file repo
3.
  
Actual results:

[root@preethi ~]# pulp-admin packagegroup create --id=test-grp1 -r file-repo1 -n test-grp1
Package group [test-grp1] created in repository [file-repo1]


Expected results:
packagegroup create should check if the repo is file or yum

Marking low priority, because it has been needinfo for 3 months.

For the record, I believe our ISO plugins are what used to be called a "file repo", so it may still be relevant.
