Description of problem:
This is an RFE from comments #5 and #6 of bug 697945.

  Can't get lock for c13.
  cluster request failed: Device or resource busy

Once clvmd has taken on a configurable amount of concurrent work, it should start to queue further incoming requests.

This request was evaluated by Red Hat Product Management for 
inclusion in the current release of Red Hat Enterprise Linux.
Since we are unable to provide this feature at this time,  
it has been proposed for the next release of 
Red Hat Enterprise Linux.

clvmd is going away in RHEL8 and we won't be doing further devel on it in rhel7
