Description of problem:

If the audrey-agent can only submit _some_ of the parameters, it currently submits data that causes the config server to choke when it attempts to base64 decode the data.

More defensive code is required to protect against this.

Steps to Reproduce:
1. Launch a deployable with multiple guests and at least one "return" parameter that is generated by the configuration scripts for the guest.
  
Actual results:

The Configserver barfs with a 500 error


Expected results:

The Configserver responds with a 202
