Description of problem:
Display a report of the configured Quotas, their thresholds and other properties

Version-Release number of selected component (if applicable):
IC152, reports 3.0.1-7

How reproducible:
always

Steps to Reproduce:
1.Collect info & details of the Storage Quotas
2.Display Quotas, Thresholds, SW & HW Limits
3.Display Users and status - overriding limits
4.Allow filter by DC & Cluster, Date, Storage Type

Actual results:
No reports nor Ad Hoc for Quotas

Expected results:
Should save data in rhevm_history
And allow manipulation via rhevm-reports
