The jar is provided by scilab-doc.

   "pkcon install scilab-doc" if the "no help jar" error appears

scilab-0002-Use-pkcon-to-install-doc-package.patch

On rawhide, on help invocation, a warning is displayed and the pkcon command is used to prompt the user.
