On RHEL, SNMP is not properly packaged. Try the following command instead of make:

$ make LDFLAGS="$(net-snmp-config --agent-libs) -lpopt -lssl -lcrypto"

net-snmp-config *does* provide all LDFLAGs.

Problem is that the guy does not use net-snmp-config but just blindly adds '-lnetsnmpmibs -lnetsnmpagent -lnetsnmphelpers' to $LIBS. Which does not work, we don't have RPATH in our RHEL package and perl.so (requested by libnetsnmpmibs) is in /usr/lib64/perl5/CORE.
