Description of problem:
This appears to be a regression, navigating to Administration/User and selecting a specific user result in Details being shown by default (expected) _however_ Details has moved to be the third tab when, as the default, it should be the first.

This was done intentionally based on a number of discussions.  The goal was to consistently label all 'general' tabs as 'Details', and move it to the far right on all sub-navigation panels for consistency of location.  On some panels the Details makes the most sense as the default, on other panels there are default tabs that make more sense for users to be presented with after selecting an item from the list.
