Description of problem:
pulp-cds does not maintain kickstart trees the same as the pulp server does. 

All the appropriate information appears to be copied ( images dir, etc) however the pulp/ks/ tree is not duplicated to the -cds machine. 

This means that kickstarts can only be done against the pulp server itself, which isn't ideal for multi-country deployments.

Ideally pulp-cds would provide kickstart trees as well so that client systems could use the cds for their entire lifecycle in the case of remote deployments.

Yes please.

pulp-cds being a feature-incomplete Pulp server makes it much less useful.
