Description of problem:
When creating a _second_ system the Environments Ribbon does not display, only showing is the highest level environment.  A sysadmin can work around this by going to systems->By Environment->Select Environment->New System; however, From Systems->All->new system the issue presents itself (and again, it will not present itself when creating the first system).

    + The environment selector, because only one can exist on the page at a time, has some control code around it to detect whether the "all" systems page is being viewed or the per-environment page. Fixed now.
