Description of problem:
Execute xm shutdown or xm reboot when the guest is booting. The xend.log shows the following message:

Then the guest cannot be shut-down or reboot using xm, not even after the guest completes the booting process.
Shutdown or reboot from inside the guest works though.

Always

Steps to Reproduce:
1. Create a Windows guest, install xenpv-win driver, then reboot.
2. xm shutdown the guest when it is booting.
3. xm shutdown the guest after it completes booting. 
  
Actual results:
Cannot shutdown the guest using xm.

Expected results:
The guest could at least be shutdown by xm after the boot process completed.

in a Red Hat Enterprise Linux release.  Product Management has
requested further review of this request by Red Hat Engineering, for
potential inclusion in a Red Hat Enterprise Linux release for currently
deployed products.  This request is not yet committed for inclusion in
a release.
