Provision
A method shall be provided that permits users to skip repetitive navigation
links.

Plain English
When a web site has a listing of navigational links that repeat on each
page on the site, the ability to skip those links must be available.
The ability to skip those links must be clearly indicated as to how and
when one can use it.

Why this is important.
For users that require a screen reader, it is essential that they not have to
have each item on a repeating navigation bar read to them with each step
in the navigation of a website. This produces a huge waste of time as the
navigation links are re-read redundantly.
Instead, a user should be able to click directly through to the destination
information at any time.
