This extension is not part of the "official" GNOME Shell Extensions delivered by the GNOME Project, so there is no reason to merge it in the current gnome-shell-extensions package. The only acceptable way to achieve this goal would be for you to convince the author of gnome-shell-extension-overlay-icons to submit his extension to the GNOME Project.
If you are a Fedora packager, you can package them... Or try to convince another Fedora packager to package it ;-).
