Description of Problem: SSIA.  The latest version of the Red Hat Ready
Certification tests is 1.8 but the choices menu for "Version" only goes up to
1.7; this really ought to be added so users can report the right version.  It
would also make bugzilla more "in sync" with the hardware certification website.

How Reproducible: 100% (always)

Steps to Reproduce:
1. Traverse bugzilla through submitting an RHR-Cert bug
2. Try to set the version to 1.8 in the menu :-)
