Steps to Reproduce:
1.Navigate to monitor->filter view->instances.

It displays "Non stopped instances" as the default filter viewing.

Expected results:
Default filter viewing should be "All instances"

After my patch for this issue was published it has been rejected and marked as not a bug. This is the default behaviour.

Showing the actual running instances is a sane default.

 "Non stopped instances" is the default filter viewing.
This is the default behaviour as per comment 2 and 3.
