Description of problem:

In Maithili, U+02BC “ ’ ” modifier letter apostrophe is used to indicate the prolonga-tion of a short a and to indicate the truncation of words. This sign is called bikari kaamaa in Maithili. It should be added for Maithili.

Attaching one instance for the char. Will add few more if needed. One example is shown in the Unicode ref.
