I assume this just means that python-nova needs updateing to 2011.3-13 or the dependency needs changing in python-novaclient?

I'm a bit confused.
Are you working off the upstream repos?

Note python-nova should be at
python-nova-2011.3-14.el6.noarch not
python-nova-2011.3-13.el6.noarch in epel-testing

Also python-novaclient should be available
https://admin.fedoraproject.org/updates/FEDORA-EPEL-2011-4885/
