Description of problem:
 Issue with admin rights on all Beaker systems with group kernel-adm.
Seems following the recent Beaker upgrade admin rights to all Beaker systems with group kernel-adm was set to no. However, as a member of the kernel-adm group, I do still have admin rights. (Something is broken)


How reproducible:
 Look under group tab on systems with kernel-adm as group member.
Example:
https://beaker.engineering.redhat.com/view/intel-canoepass-07.lab.bos.redhat.com
Admin rights = no. This need be Admin rights = yes for all systems with kernel-adm as a group member.
All these systems:
https://beaker.engineering.redhat.com/groups/systems?group_id=37
  
Actual results:
 Admin rights = no.

Expected results:
 Admin rights = yes for all systems with kernel-adm as a group member.

Additional info:
 *While Admin rights = no, its seems members of the kernel-adm group do have admin rights

This is essentially the same issue as 771993.
