Cannot access toolbar buttons without mouse

Description of problem:
Using the Tab to move the focus among the widgets in the subscription-manager-gui, the focus never hits the "View System Facts", "Import Certificate", nor "Help" toolbar buttons.  See attached screenshot.

How reproducible:


Steps to Reproduce:
1. subscription-manager-gui
2. type the "Tab" key to access the toolbar buttons.

Actual results:
Cannot access "View System Facts", "Import Certificate", nor "Help" toolbar buttons.

Expected results:
All usable GTK constrols should be accessible.

This request was evaluated by Red Hat Product Management for inclusion in Red Hat Enterprise Linux 5.8 and Red Hat does not plan to fix this issue the currently developed update.
