Downloading a 0 byte file will not occur.

How reproducible:

Downloading a file.

Steps to Reproduce:
1. Go to https://raw.github.com/hermanus/gnome-shell-extensions/master/Gnome-shell-activities-hotspot-disabler/stylesheet.css
2. Right-click
3. Save page as...
  
Actual results:

File not downloaded.

Expected results:


All files should be downloadable, even empty, 0 byte files.

Honestly, I think we have more pressing issues here. Feel free to report it at bugzilla.mozilla.org but I'm think no one will be in rush to fix it. Anyway, why do you need to download empty files?
