Description of problem:
If APM is compiled as a module, /etc/rc.d/init.d/apm stop will unload it. This
disables APM power-off.

How reproducible:
Always

Steps to Reproduce:
1.Compile and install a kernel with APM as a module.
2.In modules.conf: options apm power_off=1
3.Reboot
4.shutdown -h now	

Actual Results:  The system does not power-off.

Expected Results:  The system should have powered off.


Additional info:

The line /sbin/modprobe -r apm in /etc/rc.d/init.d/apmd causes the problem. It's
useless and should be removed, which fixes the problem.
