Description of problem:
When user attempts to access the gpg keys page, an error is thrown, though the page seems otherwise accessible.

Steps to Reproduce:
1. Content Management > Providers > GPG Keys 
2. View results
  
Actual results:
undefined method `downcase' for :asc:Symbol

Expected results:
no error

This actually occurs on multiple pages, including Roles, etc.

Content Management -> Sync Management -> Sync Plans appears affected as well.

getting rid of 6.0.0 version since that doesn't exist
