At the Oct 16 SOA-P team meeting - the plan to not bundle the GPD and ESB project builder plugins with the SOA-P installer. We should mention this in the user docs (release notes or install guide) to avoid user confusion.

Development tools not included in JBoss SOA Platform

This version of JBoss SOA Platform does not bundle development tools such as a Graphical Process Designer (GPD) or a Rules Editor plug-in for Eclipse. These development tools and others are available in JBoss Developer Studio.
