We should have two separate zips: one for binary and one for docs. We can distribute them as a single zip (of zips), but this way if the docs change we don't have to respin the entire release and re-QA: we can do md5 comparisons on the binary and be sure it is the same.

The build was changed  so that  ant release.zip  only repackages without doing any rebuilding, allowing a docs respin that doesn't affect code.
The full split will happen in 4.3

Two zips now produced for each version.
one contains the systems and the other the docs and release notes.
