There are a number of alternatives for unpacking a zip file on windows but, for completeness, what versions of winzip/winrar are we talking about here?

You have to unzip the distribution to a parent dir with a path <= 19 characters. This is due to the 255-character path limit that is imposed by Windows and is documented in the JON 2.x installation guide (see https://docs.jbosson.redhat.com/confluence/display/JON2/d.+JON+Server+Installation+Guide#d.JONServerInstallationGuide-RunningTheInstaller).
